How are these leds?

Indeed!!

The photoperiod is 8 hours and all the 18 LEDs come on only for 3 hours, remaining 5 hours only 9 LEDs are used. Further, I am not using the LEDs at the max drive current.

Most Chinese led has low CRI and PAR VALUE ,thats why they are not as effective as their branded counterparts.
You can try osram, everyone,spoiled,etc. Most commercial aquarium light manufacturers use them .
