we can make such controller using Arduino controller or its clone. currently i'm working on a similar system. hardware part is almost done but struct with the software codes( also known as sketch).
though initially i have no plans to use it remotely but this can be easily done using Arduino Ethernet shields.

nope, not any, i have asked few of my friends and they said they will have a look at the matter and what all we need and then they ll let me know. i have given them reference of Neptune systems .... hope for positive reply :dua

I got what U mean it can be dun but the end it will b very expensive .

U can control your complete aquarium threw internet . but its not as simple as it sounds .

need to design a product . it cant be done for one person use . cos need to develop a software and hardware as well .
(your aquarium need a robot)
