Simpler could be-
1. Take a thermocol box.
2. Drill two holes on the lid. Diameter just big enough for silicon tubing to pass.
3. Stuff the thermocol with ice, covered by saw dust
4. Now take a long silicon tube.
5. Put one end inside the aquarium (inlet)...a small power filter attached to that end so that a flow is maintained.
6. have maximum of the pipe inside the box and the outlet dripping inside the tank.

Method 2 (this I am trying this year on my terrace0
Use inflow and outflow through 'matka' (the earthen pot) to keep water cool.

This is the best and low cost method to cool water.
Just put some sand around the matka to increase cooling.
