Are these Diatoms or some kind of algae?

If the below suggestions don't work come back on me
1. As quite evident from the pic, this tends to stick on old leaves. So cut the c*@*, remove and siphon up the old leaves.
2. Have a good flow in the tank such that muck/dirt is directed into filter.
3. When you change water, siphon the substrate diligently.
4. Keep up the plant count, we are unable to see full tank view in your pictures.

You seriously got a good tank, you need to take a breath and relax n wait.
Cut old leaves and you are good. I don't even think you must change light, you have a healthy growth.

Thanks saikumar for the appreciation.
I was thinking to change the light because the upper part of the plants like rotalas, star grass do great but the bottom part becomes brown and and rots away.
so i guess the light isn't reaching at the bottom.

You got a point, but if you plant them in corners of tank or under shade of big leafed plants, it ll still remain same. So try moving them to centre. And try to replant the top portion and discard the bottoms.
Still doesn't work, then add a T5 or two more.
