height is 18 inches...do you think 216w of t5 would be sufficient in getting richer colors? As of now they are suspended about 10 inch from top of tank.

This is enough light for almost types of foreground plants. I am growing HC in 26 X 16 X 16 tank just 72 watts. T5 lights penetrate nicely so there will no issue of lightning for foreground plants.
