DIY excess water remover??

DIY excess water remover??
Guys recently I have started an outdoor aquarium for lilies and some hardy small fishes. There is also a water storage tank. Daily we fills the water tank with pump. Daily around 30-40 liter water goes waste. I want to utilize this water.
I want to joint a pipe between tank and aquarium so that excess water will gone in the aquarium. But I also want to maintain the water level in lilies tank. I want an DIY simple arrangement to remove the excess water from aquarium. Please note, there is also not an electricity connection.
Need advice from you guys.

Goes waste means, overflows from overhead tank?

Both are on same level. But the height of aquarium is 18 inch while the height of water storage tank 4 foot.saikumar wrote:Which tank is at a higher position?
