How to compare T5 HO with LED Tube

How do one compare a T5 HO Tube Light with a LED Tube, eg. with what wattage of T5 HO Tubelight can be compared with Osram Substitube LED Tubelight 20W.
You can compare their light intensity by lumens they produce. But then they might not be equally efficient for plant growth, for that PAR and PUR value is more important.
