I thought it is not easy to get 8000K PLL in Delhi but you can try at Sachdeva Electronics, in front of Fountain, Shish Ganj Gurudawara, Chandni Chowk.

BTW why do you want 8000K PLL? 4 footer T8 8000K are easily available in Delhi.
