Substrate
I am setting up a new 4 ft tank and would like to plant lots of RED PLants. What are the best options with respect to Substrate in terms of quality as well as cost to achive desired results.

Substrate is not most important factor for the redness in aquatic plant. Most of the aquatic plants get nutrition direct from water and use substrate to anchor.
You can choose branded substrate or DIY substrate depends on your choice.

get ADA it is the best, though DIY substrate is also great option to go for you will get equally results with them
to achieve red color in plants, i will suggest to go for dosing of Seachem Iron and also make your substrate rich with iron, for this you will need to insert iron tabs into the substrate. and obviously a good and strong lightning.

A small gravel called Golden Sand is very good, if u decide to do DIY substrate. I am going to buy more of it too, if u want, u can come along with me.. The hobbyist who has extra stays in Shastri Nagar on the Metro Red Line. In shops it is sold for around 25 bucks a kilo, but is not easily available.
