I am not new in keeping fishes but yes for shrimps. I don't have any other alternative i just want to know that using water from my old goldfish tank and filter media from that tank will help making the environment fast or still there will be some problems

as i didn't asked for them he is just sending me those as they are wild caught

Add substrate, plants and lighting in the tank. If you really in hurry to add shrimp, arrange some used aquarium water and fill the tank with this water. Also install used filter in the tank. After that you should introduce shrimps within a few days without recycling the tank.

the fastest way to cycle a tank is to add a running filter from a cycled tank, using bio start liquid like filter starter from sera or something similar will even make the span shorter. IMO using old water won't make much of a difference because most of the useful bacteria are not free floating and found attached to the substrate and other surface as such there population in water will Be very low.
