Find a good farm where you can get fish @ 4 to 5 five rupees a piece. Most of these farms are up north towards kolkatta, down south in chennai and locally (kerala)

I'll be very honest with you. if you intend to make money selling fish, you need to not educate the customers. experienced hobbyists will not loose fish unless he is redoing his stock list or has a crash or doin a new setup. all LFS make money from people who add Golds, Balas, Gourami in a 20gallon tank. Not serious hobbyists.
But sure you dont expect Housewives will upgrade from Golds to Cichlids...

your idea of starting and LFS is good, but i feel you start small set up at your home ( provided you have the space) and buy fishes which are not avaialble mostly in delhi and try to catch up with a customer base for a year or so, by this you can vaiod excess overheads and still try to get customer base.just my idea. this is what am doin here in chennai, for the past 1.5 years. am getting decent responses for the fishes i sell and advertise on forums, and few websites. i wouldnt say am doing wonders and earning thousand but felt this was a better way to build up a certain base before we have a gaint step of investing few lakhs for starting and lfs.
but anyways best of luck
