Sounds like feather worms,but you should poke it with something. If it sucks in to the rock,it is likely aiptasia.If it just folds up,it is just probably a harmless creature may be zonthids or feather worms.
If it confirms that it is a type of aiptasia then use Red sea aiptasiaX/joice juce or any other to eradicate it as early as possible otherwise it will spread in your tank very quickly.

But how do i keep the rock structure together.
they are all live rocks in my old tank and i want to build a structure for my new tank from the same rocks.
please suggest something.

You can use plactic cable ties,pvc pipes or some reef safe epoxy.

Dear Rock,
You may want to consider using epoxy specially meant for creating structures out of rocks. This epoxy is commercially available and can be left to solidify within the water. Also, as mentioned by Ashok, PVC pipes etc provide valuable reinforcement to the structures.
