Instead of a plastic cup at the outlet.. you can place it on the substrate fixed to that plastic pipe.. It works like a sponge filter..
Good start.. Nice idea..

It is a small DIY sponge filter.

Its a Sponge filter prototype that needs a sponge to perform its work - Biological and Physical filtration. But very innovative indeed- Good job! We can now make a DIY filter at a fraction of cost of sponge filters sold in shops. But is that a metal wire you are using to hang the filter's pipe on the aquarium glass?? In my opinion, you would want to replace that metal wire with something more inert. If you plan to keep fish or inverts in this Nano, metal leaching out from the wire may be harmful for them.

Normally this is used for side/back filters

You can very well use it for top filter, it ll be much more effecient filter then with much more media and suitable for planted.
Only change is you should use a thinner pipe for higher lift.
