can anyone guide me breeding cardinal tetra ?

You need following conditions:

1. Healthy food.
2. Clean, Soft and acidic water.
3. They lay eggs on plant leaf so keep fine leaf plants.
4. Eggs are sensitive to light so keep dim to moderate light.

From what I have read, for all egg scatterers you need to setup a shallow tank(up to 6 inch) and layer the surface with marbles so that all the eggs can settle between the gaps and thus be protected from getting eaten.

Females can be identefied by their round shaped belly on the otherhand males will have a streamline torpedo like body structure....

I'm sorry to demoralize u but Cardinal Tetras is impossible to breed in Tank at least in India. These northern south american species been reported & comes under Difficult Breeding category. The habitat in which they live & extreme care you need to take while raising fry adds to more pain. The stock here is wild caught & they do settle in tank environment but getting them to spawn is sheer impossibility.
Still you can go through following articles & Many Hobbyists like me will be very happy & hopeful if you undertake Cardinal Tetra breeding project. Do check out if there are any Govt. subsidies for Fish Farming

you mean all that cardinal/neon we get in india are imported?

this looks like neon tetras and not cardinal tetras.

i highly doubt anybody in India has got imported stocks.for your info, cardinals are bred commercially in a large scale in maharastra as well as in pockets of south India.
breeding is thus possible and if anybody has the facility he can surely do it.
