Looks like fuzz algae. Most of the filamentous algae appears as a result of low flow and low CO2.

Dosing micros too much? The curled leaves indicates micronutrient toxicity as well as the algae on the leaves.

Dose more phospates and up the water changes. As the above post said, maybe too many micros are going in. What's your dosing schedule? Looks like the irritating fuzz algae to me which is hard to get rid of. Planted tank to be free of algae needs to have the right balance between Co2 dosing, ferts dosing, water changes, and photoperiod among many other parameters. Good luck!

CHeers,

Karthik

I use KNO3, KHPO4, K2SO4.7H2O mixed in water and to dose on EI method for macros. (I have been dosing lesser than recommended ppm)
Fluorish Iron for Micro.
4+4 hours of Lighting with 2 hrs gap in between.
Though, My Co2 input has been unstable these days due to shifting from DIY to pressurised system.

So it's a trace deficiency.
IME, fuzz algae on plants and glass indicates a trace deficiency. Adding trace elements such as Seachem Flourish will quickly eliminate the fuzz.
